Due to the construction works that violate the architectural values of the cultural monument of Villa Šteric, at 4 Generala Sturma Street in the Belgrade neighborhood of Dedinje, an appeal was sent to prevent the destruction and return to the original condition of this cultural monument, which is a representative example of interwar residential architecture of mature modernism. Along with Milan Zloković Foundation, the appeal was supported by Association of Architects of Serbia, Association of Conservators of Serbia, Association of Serbian Architects, Academy of Architecture of Serbia, Do.co.mo.mo Serbia, Evropa Nostra Srbije, Association of Architects of Belgrade and the Faculty of Architecture.

Villa Steric, designed by Milan Zloković in 1933 for industrialist engineer Dragoljub Šteric, founder of the Zmaj Airplane and Hydroplane Factory in Zemun, was declared a cultural monument by the Government of the Republic of Serbia on July 25, 2019. The function of the building and the form are united and integrated into the natural environment, which highly values this building according to the criteria of aesthetic functionalism and represents one of the anthological achievements of Serbian interwar architecture.

Having determined on the spot that extensive construction works are being carried out on the reconstruction and extension of cultural monuments and fencing of the plot without the approval of the competent service for urbanism and construction of Savski Venac municipality, and thus without issued conservation conditions and approvals for design documentation which change the original appearance, size, facades, building elements of the exterior and interior, the Institute for the Protection of Cultural Monuments of the City of Belgrade informed the Secretariat for Inspection Affairs, the Sector for Construction and Town Planning Supervision requesting urgent action to implement all legally prescribed procedures. Although the Secretariat for Inspection Affairs gave written information a month after the letter was sent that the construction inspector issued a decision ordering the investor to return the works to their original condition, the illegal works were not stopped and the damage to the building and its surroundings was not reported.

By announcing to the general public, the organizations and institutions that advocate for the protection of architectural heritage and development of architectural culture in Serbia drew attention to the violation of legal procedures in the hope that the responsible national and City of Belgrade authorities will take necessary steps to preserve this cultural monument from destruction.

Mr. Toma Mihailović, one of the members of the condominum association in the residential-business building at 33 Kralja Milutina Street, ie the former Josip Šojat building built in 1927 after Zloković’s design, approached Milan Zloković Foundation, looking for support in implementation of the restoration of the fresco that was painted originally on the facade. This building was declared a cultural monument by the decision of the Government of the Republic of Serbia on September 13, 2019.

In this early work, on the transition from historicism to modernism, but above all significant in his entire opus, architect Zlokovic used an eclectic method to create a modernized structure with stylistic elements of Renaissance palaces of central and northern Italy, but also relief accents inspired by Baroque and Manichaean eras. The art of the façade, in addition to the relief and façade sculpture by sculptor Živojin Lukić, was complemented by the allegorical fresco composition of the painter Mladen Josić in the upper zone of the façade, which emphasized the final wreath in the final frieze.

Created in the interaction of three artistic disciplines – architecture, sculpture and painting – the former Josif Šojat building is a unique example of Belgrade residential architecture of the first half of the 20th century, so the Foundation was pleased to receive news on the initiative to restore the fresco, which will bring significant contribution to the renewal of Belgrade’s cultural heritage. The condominium association will be engaged in the implementation of the renovation itself and will look for the necessary funding.

On that occasion, a meeting was held at the Institute for the Protection of Cultural Monuments of Belgrade to discuss further steps in the realization of this endeavor, especially in defining the original appearance of the fresco, which should be as close as possible to the original painting, on the basis of available archival documentation, finding the adequate painter-conservator and obtaining necessary approvals of the competent authorities.

In the period of the pandemic that affected the whole world, the time of isolation and social distancing was used for creative action, almost symbolically representing Zloković’s aspirations and the struggle through which he advocated for constant development, believing that every day is a new beginning.

By the decision of the Government of the Republic of Serbia from March 13, 2020, and at the proposal of the Institute for the Protection of Cultural Monuments of the City of Belgrade, Villa Prendić was declared a cultural monument. Built in 1933 in the Professor’s Colony, 20 Osmana Đikića Street, for Zloković’s friend lawyer Jovan Prendić and his wife Dr. Dragojla, this urban villa is positioned as a one-story free-standing building on a regulation line with a front facade oriented towards the square. The influence of the Austrian architect Adolf Loos is noticeable in the architectural solution, expressed in aspects of the Raumplan applied in Zloković’s characteristic way, as well as in the design processing of certain details and architectural elements.

Based on the consistently implemented concept of the architecture of the modernist movement, expressed in the purist treatment of volume and strict functionality of the base, Villa Prendić brings Belgrade’s interwar residential architecture closer to European models. This cultural monument is one of the most representative examples of modernism in Belgrade and represents a prominent achievement of the architect Milan Zloković. In addition, Villa Prendić is an integral part of the architectural and urban ensemble of the Professor’s Colony and is part of its authentic ambiance.

The established measures for the protection of this cultural monument relate, inter alia, to the preservation of the original architectural expression of the building within the defined horizontal and vertical regulation, preservation of the facade grid, structure, materialization, processing, and color of materials used in finishing, preservation of the original building. organization and elements of horizontal and vertical communication in the existing form, with technological improvement of existing and introduction of new installations necessary for modern functioning, as well as up-to-date monitoring and maintenance of a structural-static system of the building, facade cladding and openings, roof geometry, vertical communications.

Through the introduction of the “previous protection” regime, the Institute for the Protection of Cultural Monuments of the City of Belgrade in 2018 initiated the procedure for the proclamation of Villa Prendić (1932) in the Professorial Colony for the Monument of Culture.

In 2019, in the process of public discussion on the proposal of the Plan for Detailed Regulation of the wider Area with the Clinical Hospital Center “Bezanijska kosa” in Zemun, which includes parcel of the company “Navip”, with the support of the Association of Architects of Serbia and the Milan Zloković Foundation, the Institute managed that Villa Mozer (1929), which is located within the company, to be saved from some demolition that would follow the privatization of “Navip”.

The adopted urban plan has changed the purpose of the part of Navip into housing, but Villa Mozer was placed under the pre-protection regime and thus, with a part of the parcel, exempted from privatization, with the future purpose of the preschool facility. This building was the administrative building of the Navip company and just after World War II was upgraded to a height that lost its cascade shape and characteristic terraces, so it is hoped that in the next step of saving this “written off” building, it will be restored to its original form.
